What is a Display Energy Certificate (DEC)?

DECs were introduced to comply with the Energy Performance of Buildings Regulations, to raise public awareness of energy use and to inform visitors to public buildings about the energy use of a building. 


DECs provide an energy rating of the building from A to G, where A is very efficient and G is the least efficient. This rating, known as an Operational Rating, is based on the amount of energy used by the building over the previous 12 months and is a numerical indicator of the annual carbon dioxide emissions from the building. Shown on a scale from A to G, A is the lowest CO2 emissions (best rating) and G is the highest CO2 emissions (worst rating).


Benchmarks

When calculating an Operational Rating, the building's annual energy consumption is compared to a hypothetical building of the same type with typical energy performance for that building (the benchmark). An Operational Rating of 100 (represented by the dotted line on the certificate) would indicate that the energy performance of the building is in line with the building benchmark performance. When an Operational Rating is above this line (0 - 99) it indicates that the energy performance of the building is better than the benchmark, and when the Operational Rating is below this line (101 - 150+) it  indicates that the energy performance is worse than the benchmark building.


Recommendation Reports

A DEC must be accompanied by a valid Recommendation Report which highlights recommendations to improve the energy performance of the building (i.e. its fabric and associated services such as heating, ventilation and lighting).


How Long is a DEC valid for? 

For buildings over 1000m2, the DEC is valid for 12 months and the accompanying Recommendation Report is valid for 7 years. For buildings between 250m2 and 999m2, the DEC and RR are both valid for 10 years.


Displaying a DEC

A DEC must be displayed in colour, at A3 size, in a prominent place clearly visible to members of the public. The building occupier must also have in their possession or control a valid Recommendation Report (RR). 


Penalties For Not Having a DEC

A local authority can issue a penalty charge notice of £500 for failing to display a DEC at all times in a prominent place clearly visible to the public, and £1,000 for failing to possess or have in their control a valid Recommendation Report. In addition to these penalties, it will still be necessary to commission the documents. 


What is the Difference Between a DEC and an EPC?

Essentially, a DEC produces an Operational Rating based on the energy consumption of a building over a previous 12 month period, and an EPC produces an Asset Rating based on the energy efficiency of the building fabric and it's heating, ventilation, cooling and lighting systems.  

A 72 rating indicates energy performance is better than the typical building benchmark of 100.
